不久前，曾有國外媒體曝光，三星已研發(fā)出融合自家**點(diǎn)顯示技術(shù)的QD-OLED大尺寸電視面板，但隨后三星電視和顯示部門負(fù)責(zé)人Han Jong-hee就出面澄清否認(rèn)了這一傳聞，甚至對(duì)所謂推出OLED電視的計(jì)劃給出了"Never"的**回答。
可見，即便是被看作電視顯示的"未來技術(shù)"，三星時(shí)至今日，仍對(duì)OLED在大屏上的應(yīng)用并不感冒。
從統(tǒng)計(jì)數(shù)據(jù)中顯示，我國舊機(jī)電進(jìn)口呈現(xiàn)不斷增加的趨勢(shì)。根據(jù)公開報(bào)道，**再制造產(chǎn)業(yè)平均增長率10%以上，我國上海利用國內(nèi)**制造業(yè)發(fā)展高地優(yōu)勢(shì)和試驗(yàn)自貿(mào)區(qū)的機(jī)遇，2016年上海全市再制造產(chǎn)值約40億元(人民幣)，同比增長7%。在航空發(fā)動(dòng)機(jī)零部件、計(jì)算機(jī)和通訊設(shè)備、工程機(jī)械、汽車發(fā)動(dòng)機(jī)等領(lǐng)域的再制造，處于中國優(yōu)秀水平。 隨著我國維修再制造產(chǎn)業(yè)發(fā)展，配合國家宏觀產(chǎn)業(yè)政策的調(diào)整，促進(jìn)循環(huán)經(jīng)濟(jì)發(fā)展，質(zhì)檢總局不斷在實(shí)踐中改革、發(fā)展和完善入境維修再制造舊機(jī)電監(jiān)管工作。根據(jù)每個(gè)時(shí)期不同的監(jiān)管特點(diǎn)，可將入境維修再制造舊機(jī)電監(jiān)管分為三個(gè)主要階段：
*一個(gè)階段是舊機(jī)電檢驗(yàn)階段（2008年之前）。該階段沒有針對(duì)入境維修再制造舊機(jī)電的特別監(jiān)管要求，全部適用進(jìn)口舊機(jī)電產(chǎn)品的監(jiān)管體系。國家質(zhì)檢總局自2002年起，對(duì)國家允許進(jìn)口的舊機(jī)電產(chǎn)品逐步調(diào)整，建立了以“備案許可、裝運(yùn)前檢驗(yàn)、到貨檢驗(yàn)、后續(xù)監(jiān)管”四個(gè)環(huán)節(jié)為基礎(chǔ)的進(jìn)口舊機(jī)電產(chǎn)品檢驗(yàn)監(jiān)管體系，有效**了進(jìn)口舊機(jī)電產(chǎn)品在安全、衛(wèi)生、環(huán)保等方面符合我國法規(guī)要求。The first phase is the old electromechanical test phase (before 2008). All the regulatory systems for the import of used mechanical and electrical products were applicable. Since 2002, AQSIQ has gradually adjusted the old electromechanical products allowed by the state and established the inspection and supervision system for imported electromechanical products based on the four links of "filing license, pre-shipment inspection, arrival inspection and follow-up supervision" System to effectively ensure the import of used mechanical and electrical products in line with the requirements of our country in terms of safety, hygiene and environmental protection.
*二個(gè)階段是針對(duì)性探索階段（2008年至2012年）。質(zhì)檢總局開始對(duì)入境維修/再制造舊機(jī)電針對(duì)性監(jiān)管工作的探索。2008年質(zhì)檢總局印發(fā)了《關(guān)于規(guī)范入境再制造用途舊機(jī)電產(chǎn)品檢驗(yàn)監(jiān)管工作的通知》各直屬檢驗(yàn)檢疫局選擇了部分行業(yè)中高技術(shù)含量、高附加值的項(xiàng)目開展維修/再制造用途入境試點(diǎn)業(yè)務(wù)。特別是在自貿(mào)區(qū)設(shè)立以來，針對(duì)入境維修再制造舊機(jī)電的監(jiān)管形成了一些優(yōu)秀的經(jīng)驗(yàn)，創(chuàng)新監(jiān)管模式，不僅能夠有效防止國外垃圾進(jìn)入我國，而且促進(jìn)了入境維修再制造業(yè)的發(fā)展。The second phase is a targeted exploration phase (2008-2012). General Administration of Quality Supervision, Inspection and Quarantine started to explore the issue of maintenance / remanufacturing of the old electromechanical targeted supervision. In 2008, AQSIQ issued the Notice on Regulating the Inspection and Supervision of Old Mechanical and Electrical Products Used for Remaining Immigration Applications. The inspection and quarantine institutions directly under the Central Government selected some high-tech and high value-added projects in some industries to carry out in-service pilots for maintenance and remanufacturing purposes . Especially since the establishment of the FTZ, some excellent experiences have been formed in the regulation of entry-level repairs and remanufacturing of used electromechanical products. The innovative regulatory model not only effectively prevents the foreign rubbish from entering our country, but also promotes the development of the inland maintenance and remanufacturing industry.
*三個(gè)階段是制度完善推廣階段（2013年至今）。2013年質(zhì)檢總局印發(fā)了《關(guān)于推進(jìn)維修再制造用途入境舊機(jī)電產(chǎn)品檢驗(yàn)監(jiān)管工作若干要求的通知》，建立起了企業(yè)能力評(píng)估、備案、風(fēng)險(xiǎn)分析和到貨檢驗(yàn)的全過程監(jiān)管模式。2015年質(zhì)檢總局印發(fā)《質(zhì)檢總局關(guān)于推進(jìn)維修/再制造用途入境機(jī)電料件質(zhì)量安全管理的指導(dǎo)意見》，構(gòu)建“地方政fu支持、企業(yè)負(fù)主體責(zé)任、檢驗(yàn)檢疫部門監(jiān)管、相關(guān)部門齊抓”的安全管理機(jī)制，以口岸查驗(yàn)、監(jiān)督管理、產(chǎn)成品質(zhì)量驗(yàn)證三個(gè)環(huán)節(jié)為基礎(chǔ)，結(jié)合維修/再制造能力評(píng)估、境外裝運(yùn)前檢驗(yàn)作為管理手段。AQSIQ issued the Circular on Several Requirements for Inspection and Supervision of Old Mechanical and Electronic Products Used for Maintenance and Remanufacturing purposes, establishing a whole-process supervision model of enterprise capability assessment, filing, risk analysis and arrival inspection. In 2015, AQSIQ issued the Guiding Opinions of AQSIQ on Quality and Safety Management of Materials for Maintenance, Remanufacturing and Importation of Electromechanical Materials for Entry and Descendants, establishing a system of "local government fu support, enterprises' main responsibility, inspection and quarantine department supervision, and relevant departments "Safety management mechanism to port inspection, supervision and management, finished product quality verification based on three links, with the maintenance / remanufacturing capability assessment, pre-shipment inspection as a management tool.
